Following a Freedom of Information request from Ireland, Lord Owen is happy to make public a letter he sent in April to all 27 EU Heads of Government, President Donald Tusk and President Jean-Claude Junker. Lord Owen’s idea for helping to resolve the ‘Irish Backstop’ is as relevant now as then.

The letter was not made public at the time since Lord Owen hoped one of the Heads of Government might adopt the idea as their own and refer the issue to the European Court of Justice for a judgement as outlined in the letter. In whatever way the Court concludes, their judgement could be helpful and the Court can do this well before the deadline date of 31st October 2019.
